The California Initiative Referendum and Recall Reform Act (CIRRRA) aims to revolutionize the current initiative, referendum, and recall system by making it more accessible and democratic for voters. It eliminates the need for significant funds for professional signature gatherers and enables participation through a secure online platform, directly connected to County and State Election Departments. The platform could potentially reduce the need for protests, instead fostering a culture of proposing and refining solutions towards an optimal outcome.

The new system enables every California citizen to present their solutions directly to voters in an efficient manner, fostering a forum for healthy debates and gathering potential support. Ultimately, it leverages the popular ballot system, ensuring that valuable ideas aren't overlooked due to existing priorities

The California's Adoption of Landfill Modernization Supporting Educational Accounts (CALMSEA) legislative proposal aims to modernize outdated anaerobic landfill disposal facilities in California with more advanced aerobic landfill bioreactor technology. The goal is to eliminate carbon emissions and solid waste, contribute to California's children's education funds, and benefit the state's education system.

This initiative leverages carbon credits and California’s Cap-and-Trade markets, alongside innovative financial and technological methods like embedded finance, banking-as-a-service, blockchain, and crowdfunding. TGD Consortium members have developed a system to self-fund these upgrades in exchange for carbon credits and a small portion of the penalties and fees associated with the new SB-1383 law.

The proposal also provides for extra funding for education, road maintenance, and support for the purchase and upkeep of new electric garbage trucks, by allowing advertising on garbage trucks and dumpsters. Under the proposal, each landfill would allocate 5% of its revenues to children's higher education accounts. Similarly, 5% of the profits generated by participating TGD Consortium members would support local school boards and districts contracted with the municipalities under each landfill project. The proposal also details how funds from advertising and SB-1383 penalties would be allocated.
